The United States is deeply concerned about the direct shelling on the National Oil Corporation (NOC) Hospital in Tripoli and the recent series of attacks on Libya’s oil infrastructure. We call on all parties to fully recognize the NOC’s neutrality and refrain from impeding its work as a vital national institution. Libya’s oil facilities, production, and revenues belong to the Libyan people and must be protected, as outlined in UN Security Council Resolutions 2259 (2015), 2278 (2016), and 2362 (2017).
We reiterate our concern that ongoing fighting continues to endanger civilians, damage civilian infrastructure, create opportunities for terrorists to regroup, and fuel a worsening humanitarian situation. We call on all sides to avoid further escalation, rapidly return to UN political mediation, and work constructively with Special Representative Salame and UNSMIL in charting a path towards building a stable and unified government that can deliver security and prosperity for all Libyans.
