Ambassador Norland met April 20 in Tunis with Tebu Congress President Issa Abdul Majeed Mansour.   They discussed the importance of holding elections as scheduled in December 2021 and of ensuring that all indigenous people are fairly represented in Libya’s political structures.   Drawing on his insights into Tebu dynamics in southern Libya and in Chad, Mr. Mansour described alarming efforts by certain internal Libyan elements as well as external forces such as Wagner to support military operations against Chad from Libyan soil.  The recent rebel assault on N’Djamena highlights once again the urgent need to consolidate Libyan sovereignty through national elections that will empower a strong government which can control Libya’s borders and build a unified military structure.
